A pound to a penny it's rain water that runs off the window traveling down the .......Wait , pour some water over the windscreen, watch where it runs,(Lift the bonnet first)It should make it's way to an area behind the wheel...Get a length of flexible curtain wire.(The stuff that looks like a long thin spring , usually plastic coated, and has a hook at each end...Take the hook off one end) and use this to follow where the water runs, to jiggle out the dead leaves, and twigs that have blocked up the run off track.
You may be able to get hold of a bloke to remove the wheel arch plastic/ rubber to get a better view.

The water should run out of the area where the mudflap is fitted.
You must get this fixed, otherwise you'll get rust in the car, and it'll be worthless when you come to sell it.
