Mend Unidare Work Power Timer

How can I get the Unidare storage heater to work?

Q1: What are the two power switches for? One has an LED which comes on when the timer, which is in a separate unit, switches it on. - So what is the other switch for, and when should I have it on?
Q2: Do I need the timer to provide power for the output cycle as well as the input part of the cycle.
