The Inspiron 1525 and 1526 use USB Ports and DC Power Jack housed on a separate sub board which is connected to motherboard this may be the cause of the problem.

try another battery if possible, or try your battery in another laptop,of the same type, make and model, to verify your battery will take a charge. then all esle fails look eslewhere for btoken connections
