Mend Light Bulb Changing

the light bulb holder on the end of wire from ceiling needs changing ?

light bulbs have to be 3 pin specialist bulbs,installed when house was built,want to change it to normal energy saver 2 pin, bought the bits, but, does not have live & neutral marked,does this mean can go either way ??

Yes, the live (brown), and neutral (blue) wires can go either way round. But... this is really a job for an electrician, as you do need to make a good and safe job of it.
