Year 79 briggs 5hp got good spark put new diafram on
seems like not getting gas. carberatur looks clean and
tank and lines seems good.

Top the tank right off, and re-try. If still no luck, replace the carb pump diaphragm under the cover on the side of the inlet pipe. This is a lift pump, and a holed or work-hardened diaphragm will cause this.
