Mend Camray 3 Central Heating Boiler Working

How can I get my oil based Camray 3 oilfired central heating boiler working?

It is stuck on lockout.I cannot find the manual left by previous house owner. Would it mean that we have run out of oil? Or is it something technical to do with the boiler?
