how can i reset my alarm?

last night i had the electrics goinig on and off all night (a problem with outside on the street),now im trying to set my alarm again and it beeps for a few minutes then the alarm goes off(i have changed the fuses),also i can press the buttons but it seems that they dont do anything although there is light and they make a sound when you press them.
i was hoping that there would be a simple explanation?
please help.
