Mend Replaced Problem Units

How can i sort out the mould growing on the sealent around my windows?

I had my windows replaced in febuary this year the problem is the sealent around nearly all of the units have mould on them which will not come off with anything i have used, i would like to know what has caused this and how to sort it out please.
