How do i change the frequency settings?

The Radio only tunes into odd frequency settings e.g 94.7 and not the correct frequency 94.6. the radio only tunes into odd numbers and not even numbers !the vehicle is a 2007 Jeep Cherokee Radio model Num:REK. Someone Said that it is set for the states
frequenies and not Europe. I am in South Africa !
