Mend Hotpoint WF541 Lights Flash Fault

How can I fix my HOTPOINT WF541 washing machine?

The lights 2/3/4 and on/off button flash (this is fault code 7 heater relay). Changed the board located bottom-rear, still no good. If i set the temp. control to "no heat" the cycle runs it's course. Could this be the heater element? If so, how do I replace it and can I check the resistance and what sort of reading should I expect to see? Or any other suggestion?
