hotpoint BF 163?

My BF 163 is acting up when its loaded and you press p to start a wash the machine beebs once then does nothing. checked the following so far
main circulating pump free to turn and capacitor ok
discharge pump free to turn though a bit of 'holding' from the magnets
no blockage on any hose
water supply ok
electrical supply ok

by pressing the start button a few times got it going again on a rinse then stopped and did not discharge the water. went through the start again and it started a rinse then stopped again without emptying.
any ideas?
