PSU Reving Up?

Over the past few months my PC has been reving up every now and then , this happens even if your not using it , as in nothing running , no programs, nothing apart from the desktop, it got worse over time, now when I try to boot it up it wont even get to the welcome screen, is this a PSU problem ?
