Mend Minivator Simplicity 950 Bought Hand Top

how do i fix my grandads minivator simplicity 950?

He bought the thing second hand and it went up to the top of the stairs and now wont come back down! Still goes up on the toggle but have to hand wind down. Showing codes 3 and 6 on the display. An engineer came out and said they were a rubbish model and he could do nothing with it!!! Thanks ever so much in advance of any replies.
