Mend Dodge Factory System Reset

1998 Dodge Dakota Factory alarm system reset?

I bought a 1998 Dodge Dakota SLT with a factory alarm system on it. When the alarm is set with the key fob it lock but the horn dosen't beep and the headlights don't flash like a normal alarm system. How can I correct the system to beep the horn and flash the headlights when the alarm is set?
