How to fix jumping sound/picture?

Can anyone advise as to why one channel (the comedy channel) the sound/picture just constantly jumps to the point that it is really annoying to watch?

do you have more that one tv on the same cable line , if so take out one and test it , for jumps. or sometimes bad quality scarts can be a problem ,
