Will a papered ceiling dry back and lose the blisters caused by emulsion?

I am decorating my living in which the ceiling has been papered and previously painted over. I started to apply a good basecoat paint, to help hide the colour, before applying the finished cream colour I want my ceiling to be.
I have encountered the following problem:-
The existing paper on the ceiling has blistered and come away from the ceiling in various places soon after it has been painted. Can you advise me please as to wether the paper will dry back to appear flat on the ceiling again or will the blisters remain?
If the paper doesn't dry back then it will be a problem for me to repaper the ceiling with new paper.
I hope you can advise me in this matter and thank you for your consideration.

As a decorator I have often inserted a knife into the bubble and ripped the bubble open, you can then apply some emulsion behind the bubble to help it stick back, the rip wont show after painting over. If severe you can even use polyfilla to adhere the bubble. Most cases though the paper will dry back tight and bubbles wont show. Good Luck!

The paper will probably dry back and hide the blisters but it will not re-adhere to the ceiling so it may start to fall away over time. If that happens your only option is to remove it and just paint the ceiling if it is in good enough condition, repaper and start again or perhaps have the ceiling skimmed and not bother with paper.
