how do i turn off cold supply to bath mixer tap?

there is no isolater to either hot or cold on the bath mixer tap i have tried every stop cock in the house including the main supply but no luck.

If the cold supply is at low pressure from the loft tank either turn the house stopcock off and allow it to drain down by opening the cold tap or bung up the outlet from the tank - depending on how accessible it is.
