how can i fix my tefal express model 2911 iron?

There is a few answers for this to be honest. The solenoid could be stuck, the boiler may not be heating to produce steam, the water pump may not be pumping the water to the boiler to produce steam or even a tube blockage. Does the base warm up? Does the pump intermittantly kick in? Does the steam delivery tube between the base and the iron warm up?
