The answer is simple and you have answered it yourself. On a 30mm Bore saw blade you need a spacer or washer of 30 mm O.Dia and 15 MM I.Dia. and the thickness of the saw blade. Simple.
My question is where can I buy a new blade attachment bolt. The lefthand thread job, that is, plus the lever that locks the blade when changing the latter?
