Mend Diplomat single oven Cooker Element Fuse

The grill won't work on my diplomat single oven?

The grill won't work! I've tried changing the element - no joy. One thing I have noticed - the light doesn't come on saying that the grill's working. Does the light act as a fuse? Could the switch have gone? Any help most appreciated.
