Rads work upstairs not down stairs?

Hi,my rads come on upstairs but dont down stairs.The boiler which is an Ideal Classic 560ss stays on for 2-3 minutes and then cuts off. I did have to turn the water mains off a few months ago but the boiler was turned off.I bled all the rads but still have same problem,can you help....

The bolier is an ideal classic rs50 -anyone know where the pump is located? Have taken the case off but cant really see where the pump is!

check the pump, sounds like you may have a circulation problem.
