Mend Dishlex 100 Cycle Dishes Clean

How can I fix my Dishlex 100 dishwasher ?

The powder dispenser is not opening at all during the cycle and even if I open it about when I think it should open, my dishes are not clean. And today at the end of the cycle the dishwasher still has water in the bottom of it.
