Mend John Deere 260 Mower Runs

John Deere 260?

I have a John Deere 260 with an electric pto mower clutch. After the mower runs for a half hour or so, the 20 amp fuse will blow. The wire to the fuse will get very hot. Does this mean the electric clutch is bad?
