fast idle and slow idle are which? one needle long one short?
two adjustments one in middle of carb and one toward choke..
also butterfly throttle should be fully closed on idle or not.
have eliminated primer bulb can i have too much FUEL?

There is probably a blockage in the slow running or idling Jet.Simply unscrew the Jet and blow it through.
