my 4hp 4stroke mariner keeps cutting out?

my 4hp 4stroke mariner 2005 modle outboard runs fine in the bin but as soon as im out in the sea after 10-30 mins it cuts out as if the feul has run out and the wont start again for a while ,it also starts over reving .ive checked the inline filter all seams ok the integral feul tanks air inlet seems fine aswell but when it dies i pulled of feul pipe at carb and it seams dry and when you pull the starter feul; comes out in small squirts .when the engine is running feul pumps out fast ..so any ideas or advise on what to look at would be greatly eppreciated
