Mend Saab 95 Replaced Motor Start

1999 saab ?

1999 saab 95...... just replaced motor and car wont start except when starting fluid is used......dash board cluster ligts flash non stop till key is turned off.....fuel pump stays runing also untill key is off .....any sugjestions....its all most like the ground is faulty but its all hooked up
