How to fix a stihl 028 that sat for a year with gas and oil left in?

Without seeing it and pulling for myself this is hard to diagnos. Try pulling the spark plug and puling the cord. There should no longer be any resistance. If there is then remove the covering and make sure there is nothing obstructing the flywheel. Then I would just start it up and see how it runs. There may not have been any harm in letting it sit, although I would not recommend doing it again
