My toilet is not completey flushing, leaving waste and paper behind. The water doesnt completely empty out of the bowl. The tank appears to be filling and emptying properly. I've even tried plunging. Nothing works. I have a regular 20 yr old toilet, nothing fancy, I think it's a Kohler.
although you might have already done this, just the way you explain it makes me automatically thing about the water level in the tank. make sure it is at the line, if there is no markings, maybe try raising if a bit. fiddle with it
