LT35 will not pull can you help?

we have just repaired dropped valve with new piston rod turbo & recon head & camshaft.Engine starts & runs ok but is down on power & will not pass 40mph.Engine type 2002 ANJ 2.5 TDI LT35.Have we wrong cam? or has anyone any other ideas ? Ta.
