Mend Shuts Seconds Running

bathroom sink shuts off?

If I run the guest bathroom sink for a few seconds, it shuts off...the water stops running!! Sometimes it chatters before shutting off, sometimes not. What in the heck is going on, and how can I fix it??

Its the tap washer bouncing on its seat...the tap will have to come apart to have a new washer fitted.
