tumble drying not drying?

Assuming it's plugged in, the motor' running, all the filters are clear and (in a condenser dryer) the tank's empty:
Is the drum turning? If not, the belt may be broken.
Is it hot? If not, the heater elements may be broken or there's a problem with the relays or power supply.
