Mend Suffolk Colt 30s Correct Mower Runs

Setting the carb on a Suffolk Colt?

Could anyone tell me the correct method to set up the Carb on my Suffolk Colt 30s. The mower runs but struggles to tick over. The plug (new) is sooty when removed which I would take to mean it is running rich. Carbs are not my thing. Thanks.

The only adjusting screw on these is the slow running or idle screw...set it one turn out from fully in and the idle should be steady. Clean the air cleaner if it needs it too.
