Why is my Hayter double3 not driving on 2 wheels?

Hi, can anyone please tell me why my Hayter double3 is only 'self-propelling' (sorry, terrible use of the English language!) on one wheel?

Probably the drive ratchet is worn out on that wheel - especially if its a plastic one....take the central hub cap off, release the wheel and check out the mechanism inside it.
