Mend Citroen XZara Picasso 1.6 Works Start Key

citroen xzara piccasso blower/airconditioning works if i dont start the car?

if i turn my key twice my air conditioning system and blowers work on all settings but as soon as i start the car the hole system is dead no air conditioning no blowers nothing please help
