If your shredder has a Run-Off-Resvese function, put it on reverse. This will clear the jammed paper. Also you can use a tweezer to remove the paper bits from the underside. Don't forget to unplug the power when doing this.
If this still won't work, you may have to open up the cover and rotate the gears to free the jammed paper.
