how can i fix my hotpoint 1000 washing machine?

The washer starts to fill with water, stops, the drum wont turn or wash, if you move the programme on it will empty but not spin, this is on all programmes

I have same problem on my hoover hp6 150m the drum wont turn.
Ive checked the belt and its fine, ive checked the filter and thats fine no blockages or anything.
I tried it with nothing in. The program starts, the water fills, you here it ticking as it goes through the cycle but the drum does not turn, the water empties and program finishes.

Please help us
