WC cistern Overflow?

i can't see how the overflow has come apart as it is secured in the bottom of the cistern.
unless the plastic has broken.

i would convert it to a internal overflow and plug the old outlet and remove the overflow pipe.

the clear plastic bag/tube is part of the float valve
