You place the coiled up spring in the housing. Make sure it is the right way round (when you operate the pull cord). The housing has many little dents inside and the outside spring edge gets jammed on to any one of the dents. It is held there because the spring is constantly pushing outwards.
Once the spring is inserted you can take up slack on the starter cord by winding it around the spool. This can be fiddly but it is possible to do. Test the action of the pull mechanism to make sure it draws the cord back inside. If it is loose put another wind on the cord. That should do it.
