This will be in the Southern Hemisphere - Austrailia or NZ perhaps - Nobody in the Northern Hemisphere wants their heating on at mid-summer. There's another clue in the word switch - electricity is involved somehow. Perhaps it's a ducted warm air system?

"on the pipe" is a mystery though
