How to restore my active desktop?

I have a problem with my desktop,the background of my desktop always show me that the operation has been cancelled to restrictions in effect on this computer, i want to restore my active desktop.I have follow the processes as directed by you in how to fix my desktop background problem, but it still show something like this...The operation has been cancelled to restrictions in effect on this computer againt. So please help me solve this problem for me thanks
