You didn't mention whether the kickstart is seized or if you can pull it up by hand? if it's seized then you will have to take the kickstart pedal off & remove the drivebelt casing. Take out the kickstart shaft & fittings, strip & clean them. Apply a small bit of high temperature grease on the shaft before sliding it back into the casing & put it back together.
if the kickstart pedal can be returned by hand then it probably the return spring that either come off it's retaining lug on the inside of the drivebelt casing or it's broken, either ways you will have to get the spanners out.
