1988 JCB 3cx 2 wheel drive backhoe, Power steering troubles?

I just brought a JcB 3cx 1988 2 wheel drive backhoe and the power steering pump was leeking on the big feed hose niple where it joins into the pump , it was cross threaded on the niple side of the pump.

I repaired it and put the pump back on. the pump is working or pumping real good but there is no power steering at all, I jacked the machine up with the bucket and took off the steering ram hoses and put over size hose on both of the hoses off the steering ram and turned the wheel back and forth six to eight times it bled off all the air into a twenty litre plastic drum I then put the hoses back on the streering ram, and tried the steering with the weight of the machine on the steering, and still no power steering working.

Can anybody help me,--- Please dont say it is in the bottom of the sreering wheel where all the hoses join the steering. Cheers --Tom
