Bissell Pro Heat 2X - Brushes do not turn?

Have a Bissell Pro Heat 2X and used only in two medium sized rooms. When trying to use recently found theat the brushes did not turn. Checked the belts and both are in place. Stripped and checked the motor but this did not turn. Any thoughts on what can be wrong?
