my hp 19' flat panel has streaks running from one side to the next difficult to see anything on that portion

vertical coloured lines of pixels (if this is the problem) can be a bad connection inside the monitor - send it back if possible

Check the video card, might not be seated well or has come loose. Also check your monitor against another computer, also the video card might be going out....
