You have answered your own question...it's a room that won't be used much, hence fit a TRV and set at a low setting thereby saving fuel = Building Regs Part L1

The local council should know the Building Regulations quite well - it's their job to enforce them.

There have been ammendments to the Building Regs with respect to energy conservation - this link might help...

So - you could buy a TRV - fit it - call the council in for an inspection - and then make a decision to leave it as it is or replace it with a regular valve.

Rubbish, the only "law" is that updated systems must have a room thermostat fitted usually in the main living area and the radiator(s) in this room should NOT have TRV's fitted as they may prevent the room thermostat from operating properly. Whether you fit TRV's in other rooms is entirely up to you.
