Mend Packard Bell PB32 Error Trying Start

Get error 0xc0000022 when trying to start Explorer?

Get error - The application failed to initialise properly (0xc0000022). Click OK to terminate the application. Happens only when trying to start Internet Explorer and only started recently after loading F security. Using a Packard Bell 32 bit running Windows Vista.
