Mend Briggs & Stratton Lawn Mower Starter Cord

Starter cord broke, replaced but doesn't pull out?

I just replaced the starter cord on my briggs & stratton engine on my lawn mower. Don't know model, about 10 years old. When housing is off mower the cord works fine. When I put back on mower it stops. The two prongs that come out of spring are catching. I took it apart three times and restrung it. The tension is good on the cord. Any ideas ? Thanks.
