treadmill belt noise?

The tread belt does not make a noise unless someone is walking or running on it. The noise sounds like the bottom of the belt hitting the plastic shielding underneath of it. The plastic shielding is only glued down in the middle of it, is this plastic shielding supposed to be glued down totally?
