If the water remains in the drum it could be because the pump out is jammed with fluf or a coin. On the front at the bottom there will be a flap and behind will be the access to the water, open the exit and clear the obstruction. Some makes have a facility to connect a short garden hose to drain the water by gravity otherwise make plans to collect the water.
The spinning will only commence when the water level has been lowered and the pressure switch advises the drum to spin.
If however the water has been pumped out then the belt has perhaps broken and should be replaced.
Remove the top or the back and have a look inside,Replacement could be easy or impossible depending on the model or if the man in your life is usefull or a complet idiot!
