on my kawasaki zx900r on an 02plt when i put the scoops back in the frame & take the bike for a run it wont rev pass 6000rpm, take them out its ok but on a windy day it plays up

HMMM.Sounds a silly question Have you changed your air filter recently. Is it completely standard. If not has the Jets been changed? If it was ok before and all above ok I would strip you carbs down for the next bit. Easy to do even with 4 of them.
